Project Benefits
Supports California’s Clean Energy Goal
Supports California’s 2045 100% clean energy goal by providing large-scale storage for surplus renewable energy for use during peak periods, further reducing our dependence on gas-fired and nuclear power generation.
Supports the Local Grid
Supports the needs of Riverside County and the greater Los Angeles area by providing local high capacity generation, load balancing and other services to stabilize the grid.
Reduce the Risk of Blackouts
Mitigates the risk of blackouts during extreme heatwave events by providing 500MW of long 10-hour duration renewable energy, and providing blackstart capability in the event of blackout.
Supports a Healthy Lake Elsinore
Ensures the long-term viability of the waters of Lake Elsinore by providing revenue to purchase make-up water to stabilize the lake at a target of 1,240 feet above sea level, and ensures the waters remain healthy through oxygenation and the installation of water treatment facilities, mitigating the risk of algae blooms and lake closure to recreational use.
Mitigates Flood and Drought
Provides additional upper reservoir storage to store surplus water from precipitation or from flooding like during the floods of 2019, for use in future during periods of extreme drought.
Eliminates High-Voltage Overhead Power Lines
Unlike previous project iterations, Bluewater does not require 32 miles of 500 kV overhead powerlines, and instead will utilize an 8.5 mile 230 kV interconnection that can be buried where practical.
Creates Hundreds of Local Jobs
Contributes to the local economy by providing 600 direct union jobs and 5 million hours of employment over a 5 year construction period, and also provides indirect benefits during construction in the hospitality and service sectors. Longer term, the project will provide 20-30 well-paying fulltime jobs for local workers.
Supports the Local Economy
In addition to provide local employment, Bluewater will pay significant local taxes, fees, and provide other local benefits that support Lake Elsinore services and the local community. Benefits to the water quality and long term viability of the lake will also enhance the attractiveness of Lake Elsinore as a destination to work, live and play.
